Eleven years on, and people are still trying to "template" the CDM Regulations. Sometimes I despair.

Ron,
I suspect over the next few months we will have lots of similar requests for pre-construction health and safety plans caused through many professional planning supervisors seeking alternative employment.
I think that this is inevitable as there is clearly no role of planning supervisor in the new Construction (Design and Management) (CDM) and Construction (Health, Safety and Welfare) (CHSW) Regulations which are now going through the consultation process.

Cheap shot in your e-mail, Jez - OK my response was rather curt.
This is borne out of many years of having to sort out various HSE interventions, accident aftermaths, near misses, etc. because Clients, Designers and Planning Supervisors have taken a 'pro-forma' approach to CDM Project Management and totally missed the point of identifying and dealing with project/structure and site specific hazards.
The current ACoP HSG224 will give you comprehensive listings of points to consider in its appendices, but please, please don't try and adopt a generic template approach to CDM - it won't work.
