I know this is prob an easy one, but cant get a system the manager will agree with. I need to put in place a signing in and out system where people are coming and going all day with various different appointments. something simple and easy to follow and use.

In my experience for roll call simple is best - "tick" sheets or in / out boards (preferably which can be taken to an assembly point and won't easily slide!) work.

If you want a good manual system or even electronic, try sentinel systems (Kalamazoo) not cheap but very thorough and infinitely tailorable to your requirements.

The simplest system I have seen and one I favour is similar to the tick box system, utilising diagonal lines instead. One line in the box indicates someone is in, a second line forming a cross means they are out. Forms on a clipboard at the entrance to the building with several persons detailed to collect the clipboards and give them to the incident controller.
It is not a perfect system as people forget to use it initially. I have seen computer systems and I have the following concerns:
a) you need a hard copy dump to identify who is in (usually in the 4-5 mins it takes the fire brigade to arrive) and this is difficult to achieve (usually restricted by speed of printers)
b) what happens when the fire cuts your power supply and the computer system fails?
c) people forget to use swipe cards or clock cards as often as they do a clipboard system.
