I'm trying, but struggling, to come up with a toolbox talk aimed at the importance of complying with internal and external health and safety procedures.
Any pointers would be much appreciated.

Try using a case study eg Piper Alpha, where breakdown of permit systems were a factor. Give them the basic facts and ask they to identify why they think things went wrong and what could be done to prevent it - often they come up with 'better procedures or following procedures'. Point made without preaching!

Good point the previous responder made, but what about a balanced view showing where procedures may not always be practical or easy to implement. People often appreciate a candid and honest assessment. More weight can be given to following procedures of course!
