Motor Fleet Risk Management Policy and Procedures

Dear Friends
I would very much appreciate your help as I have been asked to put together a motor fleet risk management policy and procedures aimed at drivers of all types of Company vehicles. It is more than likely that one or more of you have gone through this process and would be able to give me some guidance.
The areas that I also need to look at are, in particular, the responsibilities of individuals and the implementation aspects of such a policy and procedures.
Additionally, I am also interested in driver assessments. Does your company do pre-employment and/or during employment driver assessments. If so are the assessments conducted in house or contracted out. How does your company deal with accidents involving drivers who are at work? Are the accidents investigated thoroughly and action taken against individuals who have been at fault?

If you want to e-mail me (debbie.spowart@freightroute.co.uk) I have some info on our Fleet Management policy and driver assessment.
We do a pre-employment driver assessment and re-assessment after RTA's - this demonstrates to our insurers that we are pro-active in trying to reduce needless accidents.
We employ somebody full time to do this job.

I would suggest you purchase (or they are free - cannot remember):
1. Guide to Maintaining Road Worthiness
2. Drivers' Hours and Tachograph Rules
The documents will prompt you to develop a number of procedures in place. Both are available from the Stationery Office. www.tso.co.uk or may be downloaded from the internet at: http://www.dft.gov.uk/st.../dft_freight_504543.hcsp
Visit the Department of Transport Website - it has some useful information.

The HSE Web site has a guidance document which provides all trhe necessary factors to consider for the risk assessment and will help in developing a policy.
