Do the Building Regualtions 1991 apply in Eire? or do they have there own set of regulations.

Sovereign states enact their own statutes. Even though in Europe many states enact similar statutes following on from EU directives, they are none the less national statutes applicable within the territory of the state.
In Ireland the BUILDING CONTROL ACT, 1990 is relevant and can be found at the Irish Statute Book online, http://www.irishstatutebook.ie/front.html
