When doing fire risk assessments in pubs etc do you have to assess the owners living area, PLEASE NOTE THESE ARE NOT HOTELS I AM TALKING ABOUT just small pubs

There is no requirement to assess the living accomodation area, but I would say that it might be in the landlords interest to carry out his own assessment to ensure that he is not at risk from a fire in the pub.

simple answer
you live and work in a pub
therfore the premises are owned by the brewery and are classed as a place of work therfore covered by fire legislation and risk assessment

I note that you use the word "owner" in your question.
If the Pub Landlord is indeed the owner of the premises then Shaun is correct. If they are Tenants, then the actual landlord owes the Tenant a duty of care and is alsoesponsible for ensuring their safety on his premises - not cut & dried on this one though; if the Pub Landlord is an employee of the brewery, then the answer is an unequivocal YES to FRA.

Consider also that the residential accommodation may present a fire risk to persons in the pub (eg with regard to the means of escape) - and vice-versa. If there are different duty-holders for each they will need to get together on this.
