We currently display The HSE approved H&S Law poster in all our premises but have recently been told we also need to display a H&S Statement of Intent signed each year by the Chief Exec. Is this right?
Can anyone advise?

No, this is not right.
Although many organisations do so, it is not a legal requirement.
The Health & Safety at Work etc. Act 1974 Section 2(3) requires you to have a policy, and bring it to the attention of all your employees. How you do this is up to you e.g. personal copy, intranet, handbook etc. etc.

Hi Keith - I see we are in the same line of business - but I agree with Nick - no legal requirement to display the statement of intent. Some may consider it good practice, to demonstrate an element of the organisations safety culture, but if you are anything like us, we have 200+ premises, keeping them all up to date with an annual statement would be a nightmare. Not even the CRAZY Controls Assurance set up required that!

Whilst there is not a legal requirement to display a policy 'statement' there is a requirement to inform all employees of the policy and to provide them access to it.
I have never yet found a company (except one i visited that did not have a written policy) who do not have that document on display on a notice board, even those construction companies who have had works on site ongoing seem to manage it, along with the HSE poster, PLI cover certificate and other required documents....
Personally I would think it far less onerous to print off a copy of the policy and pin it to the notice board than idividually issue all persons with advice on where the document can be located (manual on site, intranet etc) and of course then provide them access to it, which in many cases may be totally impractical.
As for updating such notice board items, if reviewed and renewed annually, it only needs changing once a year and a simple renewal and instruction to the senior manager on the site etc would I am sure illicit the desired action...
