Posted By Ian Waldram Not an easy issue - by definition KPI's have to be widely applicable and easily understood across the organisation. They are also intended to change behaviour at work, of both individuals and groups, so that the desired results are more likely to be achieved. Thus a lot of KPI's are designed to measure what are thought to be precursers for a long-term healthy organisation (e.g. growth, satisfied customers, efficiency, etc.) Not easy to apply this in the areas of Health & Safety, where risks vary with each task and work location? I suggest you download the excellent Step Change guidance on Leading Performance Indicators, developed by the UK offshore industry (search the web for Step Change, sign on to their website and then search for Leading Performance Indicators. You might also look on HSE website for Corporate H&S Performance Index - it's quite complex, so using it as a KPI could be hard for most employees to understand.

Posted By Jasonjg I have sent you some lists of about 30+ possible KPI's in H&S. Funny really, as I got these from an Australian doc and found English web resources hard to find. I have not filtered fully and some require further study as I was told they could be ambiguous and hard to interpret. Hope the list at least lets you see some possible further investigation.
