We are having some work carried out on our roof, which will take approximately two days and be carried out by two people. I know work above two metres is covered by CDM but does an F10 need to be sent to the HSE?

The work as you describe it is not subject to the requirements of the CDM Regulations, which apply to construction work involving demolition or dismantling, or where five or more people will be carrying out construction work on site at any one time.
The requirement for notification only arises if the work is expected to last more than 30 days or is likely to involve more than 500 person days.

The only reference in the CDM regulations to working over 2 metres is in the definition of a structure:- The definition of a "structure"includes:-
any fixed plant in respect of work which is installation, commissioning, de-commissioning or dismantling and where any such work involves a risk of a person falling more than 2 metres.
However, the criteria for demolition, dismantling and work by 5 or more applies to be a CDM project or if it is a notifiable project--as stated.
Only notifiable projects require the F10 to be sent to HSE

You'll also find reference to work where there a risk of falling 2 metres under Para 26 of the Regs, which relates to the definition of 'construction work'.
This relates specifically to work on fixed plant. In Robert's case, the proposal is to remove some fixed plant at roof level, so CDM does actually apply although the work is not notifiable.
