Does anybody out there know where i can find some documentation/regs/study (anything if it is relevant) on the structural/ non structural properties of plywood?
IE: why (written black and white by people in the know i.e. not the health and safety adviser if you see what I mean) you cannot use it to cover a hole/fragile roof/ while working.
Safety advisor versus contract manager can the health and safety win???

From the info provided, I can only presume that the person "in the know" has done a RA and determined that the loadbearing capacity of the plywood sheeting under consideration is inadequate for the foreseeable loads.
Now you can provide us with the next part of the story and help us all help you answer your question.

If it is OK to use plywood as a structural member within both domestic and commercial properties ie: for flooring, roofing and walling, why cannot it not be used to cover a hole???
The plywood would of course need to have a sufficient overlap and securely fixed in position to prevent it slipping, and it must also not form a trip hazard. But otherwise I cannot see any problem.
Surely the bigger problem here is the fragile roof itself!!! I think that you will find the Plywood (unless it is of the 8 or 12mm variety) will be significantly stronger than the roof in this case.
