Can anyone tell me if a ground level window needs to be toughened or not.

There is some good stuff on the grandly titled "Office of the Deputy Prime Ministers" website on building Regs. From our point of view as Safety Officers the most relevant is "Approved Document B" which deals with Fire Regs', but there are other AD's which cover all aspects of building regs'.
I find them most useful when you need a specific reference, although they can be a bit sleep inducing.

Might also need to consider Regulation 14 Workplace (health, safety and welfare) regulations 1992, which relates to Windows, and transparent or translucent doors, gates and walls. The ACoP (L24) gives good advice and guidance.
