If an independant scaffold is not tied, continues areound say a building with a face of 20 metres does it need rakers or does the fact that it goes all around the building negate the use of ties. Its use is for general maintenence, repointing etc.

Straight answer on the dimensions given is no the requirement is not negated.
The returns are classed as tied up to 4 metres from the corner. This leaves, based on your figures, an untied 12 metres on each face. You don't say how tall the building is so cannot comment on the actual tie grid required. It is poor practice however just to rely on the returns especially with taller scaffolds.
