Hearing protection for highway and Motorway workers

Has anyone done any research into hearing protection for Highways workers in light of the new regulations.
I remember seeing some ear plugs designed specifically for Highways/motorways workers. But have since lost the name of the manufacturer.
Motorway noise levels regularly get up to 86/87 dba just from vehicles.
Workers can be reluctant to wear them due to the associated hazards of not being able to hear the ribline, passing vehicles, horns and colleagues talking. I'd rather find some form of hearing protection than have to write an RA that states it too dangerous to wear the PPE.
Any help would be gratefully received.
