Even scaffolders seem to want to use some outrageous ladders rather than build the stairtower at the same time! If you are being pushed into making a definitive statement I would go for an hour as a starter and go downwards in duration of use as others push to go up, they soon learn! The HSE target/priority cards in 2003-04 placed this as a priority and it has not drawn back as far as I understand them from my own private conversations. Bob
