We have been appointed Principle Contractor within the context of CDM and I need to produce this document having at least seen one before ! Posted By Clive Lowery JJ, Please do not take this the wrong way but:- This is one of if not the most important documents regarding a construction project and next to the Planning Supervisor, you/your company have ben appointed to cary out the second most important task. If I was the client or the planning supervisor, I would have serious doubts if you have never seen a Construction Phase H & S Plan. Under CDM, all parties have legal obligations to ensure competency of each other. My advice would be to contact a Construction Specialist either through the IOSH Construction Specialist Group or through this forum. There is too much that can and does go wrong. If however you do decide to run with it the HSE used to have information sheets regarding the H & S Plan, I believe the numbers were 38 through to 42, I may have copies at home if you need them. I can probably get a copy of a H & S Plan and it would be beneficial for you to purchase a copy of the CITB publication GE 700. Posted By Bill Fisher Jean Get a hold of the CDM ACoP and read paras around 243. Then go to Appendix 3 (right hand column). That will give you a skeleton/framework if you work through the points and subjects. Regards Bill

Posted By James M JJ I would suggest that you get advice from an experienced health and safety professional once you have drafted the document especially as it appears that you are doing this for the first time. This document does not only cover health and safety but can relate to contractual responsibilites and if key information is missing or misunderstood your company could end up with large costs to foot or delays in the programme over disputes because it is not made clear who is to provide what or who is responsible for what. Ultimately a serious accident could occur due to bad planning and/or project management. Remember that sub contractors will see this document as their bible for all health and safety related matters on your project. Finally, if anything does do seriously wrong and you have not adequately covered the subject in detail the HSE will be asking lots of uncomfortable questions. Free friendly advice. 4warned is 4armed.

Posted By Ron Hunter slightly disconcerting that your client hasn't made enquiries as to your previous experience with CDM before appointment. Then again we all have to start somewhere. The Construction series guidance sheets available from HSE website will help, but most importantly, please remember that what you ahve to develop is a project specific plan, and that you will be basing your initial plan on the information provided to you on the project pre-tender plan (have you received that from the Client yet?). This pre-tender plan will provide you with info on the specific significant risks associated with the project, associated with both the existing environment, structures and the new design. Add to that your developed arrangements for welfare, first aid, traffic management,protecting the public (if applicable) storage; instruction,consultation & mobilisation of the workforce and client liaison and you'll be well on the way. As the Project develops you should be adding in statutory & other inspection records and other info of relevance to the H&S File. The Planning Supervisor has a duty to work with you on the latter aspect.
