Is theer a specific time limit for retraining frequency?

There is no legal requirment that I am aware off. Common practice these days for skills like this,similar to first aid retraining seems to be retrain every 3 years for those skills that are 'infrequently' used. Some companies I know wher skills that are 'frequently used' push this to 5 years.

I,m not sure how often you use BA, but i know that the fire service does a BA refresher for its
firefighters every 12 months, i think this is standard, it doesnt matter how often you wear one through the year it could be a dozen times or just once you still have to attend the annual refresher training course.

You don't say what the BA's are to used for - escape, search and rescue or both?
I used to work in the petro-chemical industry and it was common practice to have a refresher every year. I was also in the fire service and we practiced regularly and of course also used in anger regularly.
I would definately go with once a year to be on the safe side.

I vaguely remember something in the Consultation with Employees Regs about discussing training requirements every six months. Not exactly what you are looking for granted, but like the other postings am not sure there are any legal timescales.

I am unaware of any specific regulation on BA, but Regs 13 & possibly 8 of the Management Regs require periodic retraining "where appropriate".
"Appropriate" might be deemed as being set by those who supply and train BA - you may even care to look at the expiry dates normally added to training certificates by these providers.
To extend the period between retraining may expose you to criticism unless you know better than the providers, but it is fairly simple to establish whether those using it are still competent to do so for the period you want to advocate, by practical trials under the watch of an instructor.
It would hardly seem appropriate to ask people to use BA if their training certificate had expired. You may however, be able to find a provider who will certify for longer periods than your current provider.

What's behind the question? If it's anything to do with the selection, use, training etc of any RPE you should first look in HS[G]53 and BS 4275.
If it's to do with the practical application in any way, please feel able to contact me direct as this is a substantial part of what I do.
