A recent visit from the HSE inspector highlighted the need for us, as Principal Contractor to obtain copies of weekly inspections, conducted by sub-contractors, for the scissor lift platforms they were using on site.
We did have copies of the 6 monthly statutory inspection and a certificate of competency for the operator in the H&S Plan. Does anybody have a form that we can pass on to to the sub-contractor to complete on a weekly basis, and is the operator deemed competent to complete the reports?

HSE website will give you what you need. WAH Regs only require a 'one-off' inspection on site for a mobile platform. Schedule 7 of the Regs (available from HSE site) gives you the 8 headings needed on the inspection report - you could easily type one up, but more importantly the sub-contractor has responsibility here and I wouldn't be doing this for him! Anyone who has been thru' a decent training course on operation and use should also have been trained on spotting defects - ask the subbie to evidence this training to assure yourself of his competence to undertake the site inspection.

Hi Clarke,
I know I sound a bit of a saddo but under the LOLER ACOP Reg (3) (b) para 335 to 338 see page 50. Personally I think you would be well advised to carry out a weekly inspection of certain types of equipment.
I will send you a copy of our weekly inspection schedule and you are most welcome to cut and paste any bits you want and call it your own. You could then issue it to your subcontractors telling them what a splendid and helpful chap you are. You should at least get a breakfast out of your subbies!

Of course it's up to Clarke what action he takes.
From my point of view the ACOP is reasonably clear, page 50 para 335 states…..examples of conditions which can be detected by inspection of the lifting equipment include;
a) rapid wear arising from use in an arduous environment, eg construction;
it goes on and on and on and then mentions BS 7121. Bet a Magistrate or clever lawyer will pick it out.
Come on Ron why not accept the fact, it makes sense to inspect weekly and after all, is it really that arduous to expect the operator of any work/lifting equipment to check the equipment before it is used or to complete an entry in a register each week? who knows the inspection might even pick up a fault and prevent an accident!
The principal contractor can also take some comfort knowing he can demonstrate an inspection regime is in place, so if it does all go pear shaped some liability can be pushed onto the sub contractor.
I haven’t even mentioned WAHR and the need to carry out a risk assessment for work at height.

Hi Clarke,
Usually there is a pre-use operator's checklist as part of the manual. These are quite in depth, and I imagine cover everything that the inspector would like to see in the weekly checklist. Try getting your hands on the manual for the m/c and use the pre-use checklist as the basis for your weekly formal inspection.

Ian - perhaps we can agree to disagree. This is not a scaffold. I see no added value to a formal weekly check that the operator's daily checks would not address.
