I work for a small exhibition and conference organiser and have been asked to write a policy covering our own staff off-site when working at exhibition venues, also the contractors and exhibitors who work on these events.
I am assuming that the venue itself, and any external contractors would have their own policies to cover their staff so would we have to make provision for them in our policy?
Any pointers would be most welcome.

Do these contractors work for you as a sub contractor or are they working for the building owner? In addition when you refer to policy are you wishing to have a specific H&S policy for outside functions or would you be referring to risk assessments and or method statements? I have just completed a task for a company exhibiting at Olympia; it was very simple and really just includes RA’s.
If you would like to offer a little more info I can then provide you with the related information I think you require.

We are the event organisers and sales managers. This policy is to cover our external site operations for the build, breakdown and running of the event.
I have now got some advice from AEO and as you suggested it seems as if RA's are the main area to be covered as it seems the contractors and exhibitors should be covered by their own policies and procedures.

Thanks for the update and confirmation of my thoughts; I do not know the size of your firm so for the purpose of this listing will assume that you have complied with HASAWA section 2.3 regarding general policy arrangements etc. As for requirements the best course of action would be to prepare suitable and sufficient RA's regarding working away from base including travel arrangements, perhaps lone working as opposed to working alone, use of company vehicles, manual handling issues regarding loading unloading of equipment etc.
Do not hesitate to ask event organisers for copies of their own evacuation procedures and again demonstrate a full duty of care to your own people by requesting from the client anything that may have an ultimate effect on their well being.
Again I will assume that you will have little problem in the production of S&S RA's but if you do, email me direct and I will send you some support information and pro formas to get you going; let me know if you require further information.
If you use agency staff, don't forget they come under your own umbrella of care, and any contractors you use, you would be wise to ask for a package of information from them so that you are fully aware of any short falls in H&S and in particular standards of service offered to you for the areas you have tasked them to undertake.
Check out in addition your liability insurance to ensure it meets a clients minimum standard and covers you for your work, I feel certain it will, I have just mentioned it in case (its difficult sometimes when you are doing this with limited information)
