Can anybody offer suggestions for the wording of a notice to display in a communal waiting area where parents and children congregate. I am looking for something along the lines of Parents are responsible for ensuring that children are properly supervised etc.
I am probably opening a can of worms here and do not want to imply that we do not take our responsibilities seriously with regard to the health safety and welfare of children, but I want to stress the responsibility of the parent/guardian to ensure that children are kept under proper control.
This is a serious question but I am not adverse to the odd humerous response to lighten the mood.

Without wishing to state the obvious, I think you have already said it. "Polite Notice: Parents are responsible for supervising their children at all times". Simple. To the point. That's what they use at our doctors.

Probably stating the bloody obvious, but presumably your own risk assessment has clarified that there are no foreseeable significant risks that your premises (i.e. the waiting area) present to these children?
A quiet corner with a "Wendy" House and a few robust toys (Compliant with Toy Safety Regs and regularly examined for damage of course!) can help to keep the little blighters out of mischief, unless of course significant squabbles break out over who is playing with what toy!

As Nikki says you have just about said it. But looking at it from another angle, it may not be the parent in charge of the child. So, what about: “Adults shall be responsible for the supervision of children in their care at all times whilst on these premises”.
This will not get you off the hook though if there is anything in the area that could be reasonably foreseen to cause harm to a child and you have failed to adequately control it.
