Steve,
Not sure if this will help. HTM 84 is firecode which deals with residental care and was effective in Northern ireland.
Fire code is the suit of doucments applicable to hospital type premises in the main.
If I can help e mail me direct for further questions / info.

HTM 84 was never adopted in England & Wales, there was a draft document called, confusingly, HTM 88. This meant that fire services in England & Wales referred, variously, to HTM 84 (NI) or HTM 84 (Scotland). The Scotland edition is now out of print, so usually it is easier to get hold of the NI edition; the two differ in very minor respects. There is also something called Fire Safety: A Guide for Care Homes in Wales published by the Welsh Fire Authorities and CSI for Wales; this is based closely on HTM 84 but is perhaps easier to use.
However, and its a big however, Firecode is changing. The whole kit and caboodle is being replaced by Firecode: HTM 05. This is partly available in draft as there have been some consultations on the first two parts (HTM 05.01 & HTM 05.02). I have seen references up to HTM 05.04 part III but I don't really know how big the completed series will be. It will probably be in place by the end of next year.
And of course at the end of the day Firecode is, for non-NHS bodies, best practice rather than binding; it is authoritative best practice though and it will be referred to by inspecting fire officers.
So by all means use HTM84 (NI) Edition but be aware that everything may change, at least in detail if not in general. I have emailed drafts of .01 & .02 to you separately,
John
