Para 171 of the guidance talks about sufficient width to allow vehicles to pass pedestrians safely, and goes on to say that a traffic managment system can be substituted if it is not possible to make the traffic route wide enough. So yes; traffic routes h=must be safe and allowance must be made where vehicles and pedestrians share access.
