Here is a question that i could do with everybodies help on.
BS 7671 is known as IEE wiring regulations 16th edition.
Does this British Standard have the same weight of law as other Regulations such as the management regs.

following on....
we have 3 warehouses that we rent,
what is the general consensus on who should get a fixed installation periodically inspected and tested.
should it be us as a company or the person that owns the buildings?

Hi Paul
my understanding is that the 16th edition is a code of practice rather than actual legislation. However as with all codes of practice they can be used by an enforcing officer to identify acceptable practice and compliance with legislation in the event of suspected infringments.
Main legislation would be the Electricity at work regs along with all the usual.
Sorry I cant help with the second part of your question

My understanding is that the IEE Wiring Regs, as David mentioned is actually the code whereas BS7671 is actually the method used for testing and inspecting fixed wiring installations.

In response to your second question, I find that this poses potentially a contentious situation. I would firstly review your lease agreements to determine whether relevant clauses cover this issues. But in reality, my experience is that Property Lawyers are just wisening up to this and only fairly recent lease agreements provide for this (and other) facility safety requirements.
Failing this, and in my experience, lessees holding full repair and insurance/maintenance leases usually pick up the tab!

BS is a guidance on best practice for carrying something out and not a legal document.
Regulations are legal requirements.
However in some Regulations it does state that you should follow current best practice available, ie 16th edition / bs7671.

Unless my memory is fading or there have been some changes that I am not aware of BS7671 & the 16th Edition are the same publication not two separate entities as inferred by Rakesh
