hi all,
I work for a plant hire firm delivering plant vehicles to construction sites ect. the drivers in order to load / unload will be working at height on the back of a flat bed truck, what do we do?
hierachy controls cannot be reasonably or practicly implemented, the plant has to be delivered it's our function.
can't take a Mewp or scaffold with them.
can't shoulder a ladder when driving a plant vehicle on/off.
nowhere to attach a lanyard to, and you need the 2m for the inertia device to kick in anyway.
drivers still, and will need to get on the back of the truck. a risk assessment has been done but the best control we can give is PPE (last resort), and even then it may only mitigate the severity of injury recieved.
Help!

Don't forget that your response only has to be in proportion to the risk and that part of the risk contemplation will be exposure time.
Having a sensible access system to reduce the likelihood of a fall is far better than having an arrest system. So concentrate on how they get up there, and how they move around.
By the way, a restraint system negates the concern you have about the initial drop being greater than the reaction distance of the inertia equipment. A restraint system keeps the person away from the edge, whilst fall arrest reduces fall distance.
