Our staff use a microwave in their staff room, which tends to get quite grubby, through poor or no cleaning. Getting the users of this to clean it is nigh on impossible. I intend removing this in the next couple of days if something is not done about it.
I am concrened that this is health hazard & if we continue to let them use it we will be liable as we provided this item.
Has anyone had this problem in their workplace? Any solutions if so?

A not uncommon problem!
There is a presumption that you have exhausted all the other possible remedies and food hygiene is still not particularly high on the users scale of importance - and, rather worryingly, I suspect that safety of work equipment [the microwave] isn't either?
Unless you have an unavoidable need to provide the microwave as a means of providing hot food and drinks; get rid and make other arrangements that don't generate the same problems. You can then re-introduce it later or not - as you see fit.
What is the overall safety culture like?

The overall attitude towards safety is pretty good. The main problem I suppose are that there are quite alot of "microwave users" who still live at home with their parents and they obviously get these sort of things done for them at home!
There is cafe within our facilty & thus they can still obtain hot food somewhere on site. The fact, I suppose, that this will cost them more might give them the kick up the backside they need, if its removed.

what about a tea room rota to include cleaning the microwave,or a simple microwave cover to prevent splatting??
This is the system that helped me overcome this problem!!!

Our domestic department would have a problem with cleaning this as they dont use it! In fairness why should they? They are employed to keep our building tidy not clean up after "children".
Rota'ing could work, but I fear we may get the "I dont use it why should I clean it" reponse.
Incidently my threat to remove it seems to have worked, its been cleaned! Watch this space!

Ask them each to take it in turn each week to bring a parent in to clean the microwave (as they obviously do at home) or if you can't live with it clean it yourself as we parents do.

It might be interesting to get a bacterial wipe test of the inside surfaces of the oven. Managers of nearby canteen/café/restaurant might help in sourcing this (if they are HACCP compliant)

Include it in the cleaning staff list of tasks?
In freer happier times I used to give this job as "punishment detail" for minor transgressions (ie being late, minor mistake) the alternative was to wear the Wally Jumper that we found behind the lockers in the cloakroom.
Incidently, the jumper was so hideous that most chose cleaning the microwave!!
