I would guess this would refer to landfill accepting asbestos waste for example, but not to any workplace where temporary removal or remediation work was undertaken. We can't have many (any?) workplaces left using asbestos in a manufacturing process, with the possible exception of manufacture of specialist filters for industry involving chlorine manufacture (I think that was the exemption in the Prohibition Regs!)
