Posted By Andrew Pattinson Can anyone tell me if the use of telescopic forklifts for supporting personnel baskets on farms has been banned. We have one machine we use for this operation and it along with the basket are tested and certified.The insurnce company inspector has not heard of such a ban but one of the trainers we use states that it is in place. The machine is a 2 year old JCB but does not have out riggers.

There's no legislative "ban" on such equipment; you just have to prove that there reeeellyy is no other way of doing whatever it is your doing. AND, everyone has been suitably trained, AND you have suitable fall prevention or mitigation measures in place, AND that you have appropriate emergency measures in place for all foreseeable fings wot kan go sooo rong.

You also need to ensure that the person basket is specifically manufactured for that purpose CE marked etc and appropriate to fit correctly to the telehandler (check with your supplier) and then have that machine and its attachments/ancillaries inspected at six monthly intervals as it becomes a designated person lifter.
We comply with all of the above and lift people on ad hoc occasional basis as needed throughout the year.

Posted By Pete Walker The HSE have a guidance document for their Inspectors PM 28 Working Platforms (non intergrated) on Fork Lift Trucks.
This guide recommends that non intergrated platforms are only used as the exception and for occasional use as intergrated platforms do give the operator some control over the platform.
You could contact your Trade association if you are a member as they are probably liaising with the HSE on practical guidance for implementation.

Posted By David Horenr The use of man-up cages with forklift trucks must be in accordance with HSE Guidance Note. PM28. This guidance states that the equipment must be CE Certified. As there is no European Norm to which these cages have to built, then CE Certification will not be available.
The other point is that using a forklift truck as man-up equipment, unless specifically designed, will invalidate the CE Certification of the forklift and; as the equipment will not be used in accordance with the manufacturers operating instructions, will put the user in breach of various sections of PUWER.
When you state tested, are you referring to the thorough examination required by LOLER 9.3? If you do continue to use this equipment, both cage and forklift must be subject to 6 monthly thorough examinations, as it is being used as equipment for lifting personnel. I speak with over 30 years experience within the mechanical handling industry. My advice use only specifically designed mobile elevating work platforms.
Be careful of insurance company advice.
