I think the critical dimension here is 4.75m which is the required height from the leading edge to floor level for a safety harness to be effective. I am not aware of any specific distance from the leading edge to the anchor point. Whatever option you go with should avoid a trip hazard close to the leading edge.
When considering anchor points you might also consider the 'pendulum effect' whereby an operative would tie off to an anchor point and walk parallel to the leading edge which if he/ she were to fall could cause them to strike the ground before the harness took effect.
I have come across latchway systems where you tie off to a line running between two points which would ensure that the tie off point was always directly behind the operative. This would appear to be more suitable in most cases where there is a longer leading edge whereas a single anchor point might be more suitable for a smaller opening where there is no risk of the pendulum effect.

with fall arrest you still have the possibility of injury (no matter how minor) and the problem of recovering the fallen. Surely prevention is better than cure?

Posted By gham If operatives need to work within 2m of an open edge a line should be installed in a position to restrain them when working on the edge this is because most off the shelf lanyards are made to this length try and avoid restrains systems inadvertantly becoming arrest systems, and stay clear of arrest systems if possible they can do as much damage as falling in some cases. It's a difficult question to answer without knowing the work area and the work being carried out and the distance depends on if your intending using a lanyard or rope with an adjuster. Also training would be required. With regards to the pendulum effect fixing a temporary horizontal line between to anchor points would be a cheaper option to a latchway/mansafe/spanset etc system, also depending on what is up there you may not even need anchors, any structural steel work would do get someone out to advise http://www.hasg.org.uk/members.htm one of these guys will help
