Can any colleagues suggest a solution to the following?

We have a direct labour force of over 100 who install and remove electricity meters.

Occassionally they need step ladders to access the meter position.

To assist this they are provided with wooden step ladders that they carry in their van.

The step ladders vary between 4 and 5 step variety (top platform counted as a step)

Under the Working at Height Regs and associated HSE guidance this means they can only legally stand on either the first or second step in order to maintain a handhold.

Can anyone suggest a cost effective solution (e.g foldable handhold extension)?

The step ladders must be wooden due to the vicinity of electricity and must be able to fit in the back of a Vauxhall Combo van.

We use glass fibre platform steps for our electricians available in various sizes check the above website.
We've also found that most construction sites will only allow glass fibre ladders and steps for electrical and related works.
