Have always counted as lifting equipment.
Weekly inspection and record in e.g. Form 91.
Thorough examination annually or at intervals prescribed by competent examiner.
Check coupling or other means of preventing sliding off tube.
Clear marking of safe operating limit. Safe Working Load in traditional safety speak.

Posted By Jonathan Sandler CMIOSH every gin wheel, that is in current use MUST have their own ID number, SWL printed on it, last or next inspection date and have is own certificate.
If it does not have those on it, do not allow it on site.

Posted By Jonathan Sandler CMIOSH As Peter has pointed out F91 weekly inspection log, now nolonger in use, the F91 must be scrubbed out in order this book can be used.
