Becasue of the non-specifics regarding the type of soot; my advice at this stage would be to treat it as if asbestos with everything that goes with that for the removal stage and get advice as to how best to store and dispose of the debris.
You would be best to adopt that approach for clean Koawool and other similar fibrous insulation substances anyway.
Incidentally, is this a demolition or re-furb?

Soot is a complex mixture of substances, including pah's (which are now classified as carcinogens), irritants which can cause dermatitis and heavy metals. The exact composition of the soot will depend upon the type(s) of fuel and the combustion conditions.
In addition you have the potential health hazards associated with noise, hav and heat stress whilst working inside the boiler casing.
All soot is classified as hazardous waste.

Posted By Dave Wilson We are an asbestos removal company and are treating the removal as such, as if it was asi, just wondered if there was any other special precautions which we need to take.
Enclosure, Powered RPE, Type 5 diposables, fibreproof gloves, wellies, being removed as Haz Waste etc.
if you wet it down will there be a reaction between the soot and the water etc is
