Hi Kevin

There is no simple answer as the entire process is risk based. Some products can be self assessed, others require complex assessment involving a third party inspection body. Some products can't be marked, some must be marked and some require additional markings, depending on the relevant directive.

I suggest that you look at the following.

This provides DTI guidance documents on the UK implementation of all product directives requiring CE marking.

This provides EU guidance on the implementation of product directives in an integrated format, which may help you to better understand how it all fits together.
