Under LOLER there is a requirement to undertake regualr inspections of MEWP's . What do you guys think of the interpretation of 'competent' in this context?

I am talking about an owner- operated MEWP.WOuld you say that the owner is complying with the regs if he carries out his own inspections or would you say that it is a specialist area that only an external 'competent' inspector can complete?

If you are talking about a weekly inspection or even a pre use check then the user may be competent to carry out this task subject to the relevant training, knowledge and experience. If you mean thorough examination then it is normally someone who is competent with regards to the the engineering side of the equipment and as such would normally have at least a HNC in the relevant engineering subject matter to carry out this task to a satisfactory standard.
