my company intends to introduce the use of ear defenders/protection for traincrew.
Traincrew are required to be able to hear warning sounds and emergency radio broardcasts.
Some traincrew may have already suffered marginal hearing damage.
Would the use of ear defenders/protection further limit their ability to hear warning sounds?

Dear Tom,
No, hearing protection should not affect the ability to hear warning sounds if they are selected properly. I suggest that you consider using active noise reduction as your situation appears amenable to its use.

I hate to say it but have you done a risk assessment? By doing an assessment you will be able to discover what the levels of noise are and purchase the correct ear defenders with the necessary attenuation.
Of course you will have to be a competent person in doing a noise risk assessment!!!
