Posted By Gary L Good morning Could I ask a quick question to speed up the assessment process. We don't normally employ staff under the age of 18 but a project manager has asked whether a 16 year old can be brought in on work experience. Some of our work involves working on the highway. Could anyone advise of any age limits for work on the highway before I sit down with Chapter 8 & NRSWA? They will obviously be supervised etc, etc Thanks, Gary

Posted By Frank Hallett Hi Gary You identify that the person is 16 but on work experience. Could you clarify whether they are above or below the "statutory school leaving age" as this is not necessarily exactly 16 years of age. I acknowledge your comment about supervision but you will require to ensure that you comply with MHSW Reg 19 and the accompanying ACoP for young persons [under 18 but above stat scholl leaving]. If under Stat School Leaving there are additional constraints to work to. With regard to the requirement for supervision; you should be aware that the requirement for competent supervision should include competence in the job to be supervised and, additionally, competence in supervising young persons. Posted By RP You will not find the answers in Chapter 8 of the Traffic Signs Manual or the New Roads and Streetworks Act 1991. You need to look at the Management of Health and Safety at Work Regulations in association with HSE guidance on young people at work.

Posted By Gary L Thanks gents Don't generally have to deal with YPs. Yes, he is above the MSLA. Already consulted Working Time Regs & R19 of MHSWR and have raised other issues relating to certain tasks being beyond his physical capacity & length of shifts. Also read HSG165 which identifies certain age restrictions but doesn't mention work on highways. Regards, Gary
