When staff are crossing an 'on site' road to their office area is a pedestrain crossing with signage always recommended even if traffic is fairly irregular and light, or would suitable signage be sufficient e.g. warning drivers of pedestrians?

Reg 17 of the Workplace (Health, safety and welfare) Regulations 1992 covers this (segregation, safe crossing points). Stats are 70 killed, 1000 injured, fines upto £150,000 in connection with workplace transport. Would suggest some paint and a couple of signs to provide a crossing is the best route (no pun intended) to take.
