Hi there,
please could somebody confirm if a hospital would be classed as a licensed premises for the purposes of IEE wiring regs,and therefore ideally subject to annual testing of elect installation, or would it be okay to presume 5-yearly as a commercial premises (of course, all depending on outcome of risk assessment.

Also, is PAT testing recommended under IEE WIring regs also, as find no mention of it in EAW Regs. (have no Brit Standards subscription yet...)

May I suggest that a search of this Forum for the latter part of 2005 will reveal several threads on this topic that will reduce the amount of further struggling that you will need to work through.

You've actually asked several questions in your posting; and unfortunately, I must ask you one - just what do you mean by "a licensed premises for the purposes of IEE wiring regs"?

The IEE Regs are not statutory and have no standing in law other that the best of "best practice".

The EaW Regs not only identify the requirements for safe working with electricity, they also identify the issues to be considered by the premises controller to ensure that all electrical equipment is maintained in a safe condition - one that will not harm the user.

The EaW Regs actually have no explicit definition of "portable", nor "portable appliance testing". The concept of testing of portable equipment has grown into an industry of it's own that no longer directly reflects the actual supporting legislation - I don't imply that it's wrong, poor practice or anything less than a "good thing" though.

The intervals at which any electrical equipment should be tested should be based upon a range of issues. The following publications will all have some relevance, there are others but these should fit your need..

HS(R)25 Memorandum of guidance on the Electricity at Work Regulations 1989 : guidance on the regulations;
L22 PUWER;
L24 W[H,S&W];
PM29 Electrical risks from steam/water pressure cleaners;
HS[G] 85 Electricity at work : safe working practices;
HS[G] 107 Maintaining portable and transportable electrical equipment;

Have you asked your competent electrical contractor, who may be NICEIC/ECA approved and well up on these things?
The only 'licensed premises' discussion I recall was associated with higher riks premises such as petrol filling stations, where the licensing authority (Fire Service or Trading Standards Authority) already insist on an annual test and inspection. NICEIC have been involved in developing revised forms specifically for such premises.
