Posted By Bob Shillabeer Hi Recently attended a very good seminar on fire risk assessment given by a well respected organisation in fire issues based in Mid Gloucestershire not saying exactly who but most of you can make a good guess. It was stated that all the guidance docs are complete except for two. The reason given is that because the two guidance docs are not yet finished and they must be available on the same date and the Governemnt gave an undertaking that they will be published at least 12 weeks before the new order took effect, etc..... So thats the reason unless ssomeone else has a theory?

Posted By Frank Hallett If my personal experiences [previously as a Firefighter and now as a Consultant] of the "readiness" [and willingness] of the majority of those who manage or control the premises is anything to go by - the real problem is that as a result of the Fire Certification regime where the FS did all the work for you, most organisations are institutionally incapable of even getting their heads round the requirements of the FP[W] Regs - law for all premises since 1999 - so the step change to the premises controller or manager being totally responsible as required under the eventually incoming RRFSO has turned into a major challenge for the ODPM as well as those who have to actually do it. Another reason that I believe that it should have gone to the HSE = after all, they are used to writing ACoPs & Guidance for people who really do try to avoid knowing what they have to do. Posted By ian milne So how does that affect scotland. I've read conflicting advice that there is /is not scottish legislation in place. Since it taken so long to agree, disagree and change then agree to put the RRFSO in place, I thought April was an acceptable timescale. Ref OPDM (egg on face now crowd or is that the goverment), didn't the HSE get a hard time when they did not have the required Acops ready when legislation was implemented recently!! Now back to that question about scotland....................

Posted By Simon Heesom Shippers, how does industry get its act together without the guidance that is not ready yet, which is presumably being produced for industry to follow, in order for it to get its act together. Chicken and egg syndrome I think (negative bird flu) I for one am fed up sifting through the umpteenth rumour, and second guessing whats going on, so come on two jags sort it out! Simon
