The Pressure Systems Regs state that equipment that raises steam at any pressure comes under the Regs.
Would you expect to see a written scheme of examination for a commercial wall paper stripper or large cappuccino type coffee machine (milk heater and frother)?

Does it not also state
Pressure in Bar x Internal Volume in Litres = B L
If B L is less than 250 you will not require a WSE for the pressure system, though safe operating limits, safe operation procedures and maintenance schedules are still required.

The 250 bar litre threshold does not apply to steam.
I suggest you contact the insurance company that insures your other pressure equipment or the engineer who inspects it. Without knowing how the pieces of equipment you mention work I cannot comment further. Some of our coffee-making equipment needs inspection, some does not.

25.
"any part of a tool or appliance to be held in the hand which is a pressure vessle"
Though it also says "steam strippers where the steam is generated in a tank are not exempt from these regulations"
So I guess it would depend on the type/make/model? Not too familiar with steam strippers, but I guess this at least means my iron does not need a WSE ;-)

Your iron may need to comply if you use it at work [as an iron], especially if it's one of the modern ones with a large seperate steam generator and works at the right pressure [BxL of steam generator not water reservoir].
Commercial steam machines as used in laundries and cleaners often fall within the criteria.
