I am working with a small local charity who organise some day trips and a 5-day holiday for groups of partially sighted and blind people. Each of these people is accompanied by a sighted guide and an employee of the charity is the courier. Although the charity has had no major problems with this arrangement, they are concerned about the division of responsibility between the courier and the guides. Has anyone had experience of this type of situation and could you give me a few pointers to get me started?

You could start by confirming that the guide is sufficiently aware of the personal and group safety issues inherent in their being poorly to nil sighted. Sighted guides can very easily make unsubstantiated assumptions about the group ability as well as individual ability.
I would also contractually identify the relative positions and authority of the guide and the courier in the event of defined emergencies. Having done that it's a matter of communication and training - don't forget to include the group.
