is there any guidlines for the amount of office space that an individual needs, or does it come down to a companys own risk assessment?

Oh, and I think (of the top of my head) that this allows for a maximum height of 3m - even if the room is higher than 3m.

Dont forget the over-riding requirement within the W(HSW)Regs 92' for the ability to move around the office safely (Fundamental HSWA 74' access/egress issue when you think about it...).
In these days of ever increasing size and shape of desks, this aspect is often forgotten during wholesale desk replacement.

but in the 11 cubic meter rule remeber to remove fittings such as book cases, draws etc..
Is there not also a rule for the require distance behind the back of your chair, is it 1.5 m to allow easy access and egress (though actually 1.5 sounds a bit high)

I was under the impression it was 1m from the chair back to the other chair back or nearest wall/desk
