Can some wise person here please explain to me the relationship between DEFRA and the Environment Agency in relation to 'environmental industrial pollution'.

Is the Environment Agency an Executive Agency of DEFRA? Or is the Environment Agency the enforcement arm of DEFRA, like the relationship between the HSC and the HSE? Or is DEFRA not responsible for 'industrial' pollution at all.

I've been on the DEFRA, Environment Agency, Netregs, Envirowise, DTI, and DirectGov websites (and many, many more!) and I'm still non the wiser.

DEFRA is the Home ministry of the EA in much the same manner as the DWP is for the HSE. I personally think the relationship is in many ways much closer as the EA seems to be highly involved in the propogation of policy and often seem to have powers that the HSE could only dream of. Think of the recent discussions on hosepipe bans in the SE. It does make you question sometimes where our values as a society truly lie? People or Countryside?
