Posted By Jasonjg I have hit a brick wall or may have just stayed up to late doing this assignment. I know that Asbestos (Licensing) Regulations 1983 as amended 1998 apply to licensed removers etc but am unclear about civic amenity sites whom provide disposal facilities for domestic asbestos waste. Many sites ask only that cement sheeting is taken onto site for disposal so I know Control of Asbestos at Work Regulations 2002 applies which is easy enough and I have that part covered (or do I?). However, this is where I become stumped As there is a risk that members of the public also take other forms of asbestos onto the sites, should the licensing regulations also apply to be on the safe side?. Please remember this is just a small part of my course work so a simple short answer from someone within the industry will suffice as I need not go into great depth on the subject. I tried google etc but cannot seem to locate a definitive answer. I am also hoping the Liciencing regs do not apply as it will save me space on a already over worded assignment. Posted By Dave Wilson in Short No as the Amenity site will be run by a company / LA who hold a valid Waste Management Licence and if they operate a Stable Non Reactive Waste Cell they will have procedures for this. Remember Asi is not the only 'Hazardous Waste' which may come from domestic premises. If you look on the EA www there is an asbestos fact sheet on this, also most LA's have a specific page on their www with regards to asbestos domestic waste and deals with the disposal aspects.

Posted By craig Jason Civic amenity sites or transfer stations which accept asbestos wastes are notifiable to the Health and Safety Executive under Control of Asbestos at Work Regulations, but are NOT licensable under Asbestos (Licensing) Regulations i.e. the site does not need to be registered as a licensed asbestos contractor. However they will need to be licensed/permitted under environmental legislation with either the Environment Agency or the Scottish Environmental Protection Agency. Notification will be a general one-of notification unless there are any significant changes to the work or the site ceases to accept asbestos waste. Managers of such sites should write to the Health and Safety Executive to notify them of: ? Manager’s name, and site address and telephone number. ? Brief description of the type/s of asbestos generally accepted on the site. ? The maximum quantity of asbestos to be held on site at any one time. ? The activities involved. ? Date of commencement in the case of a new site or change to activity. hope this helps regards Craig Chandler

Posted By Adrian Watson Craig, Waste amenity sites are notifiable to the EA not the HSE as a license is required to manage waste collection and disposal sites. Notification is only required under CAW if you exceed an action level. Regards Adrian Watson
