Lifting Equipment Inspections - competency of engineers

Posted By timwright As required by the LOLER regulations, all lifting equipment requires a thorough examination & inspection.
I am investigating an incident at the moment where I have concerns over the "Thorough examination". The ACOP on LOLER does not specify in detail what an independent competent lifting engineers inspect. Any one know if their are any specific guides or codes of practice that lifting engineers are supposed to follow?. Also what training qualifications might one be looking for for a competent inspector?

Posted By Gareth Williams As a starter Tim , try these 'Lifting equipment' - means a crank, winch or pulley block used for raising or lowering and a hoist, crane, sheer legs, excavator, drag line, piling frame, aerial cableway or over-head runway, together with all the lifting gear necessary for the operations.
'Lifting gear' - means a chain sling, rope sling or similar gear and a ring, link, hook, plat clamp, shackle, swivel or eye bolt.

Little surprised at the origin of this question! You also have not indicated what type of kit is being questioned - I rather suspect either crane or hoist. The CPA do provide detailed inspection checklists and you can get these via the hire company, I cannot remember if they do one for cranes but I rather suspect they do.
One area to follow through in your investigation will be time allowed by the company to undertake a thorough test. I have known a target of 8 per day set!!!
On the qualification issue the best course is to get his employer to provide his CV and training history. They are the one's who are certifying his competency for the task. This should detail the various items that the engineer is competent to test. Begin to be worried if you cannot get these.

Posted By Stuart Nagle The qualification norn would be Chartered Engineer or 'Highly Experienced' Incorporated Engineer. Ther are occassions where a person will have the skills and experience to perform such duties with neither qualification, having had 15 years + practocal experience and has demonstrated their competence to undertake such duties prior to appointment.

Posted By Alistair Reid Tim,the thorough examination as required by LOLER is to identify any defect that in the opinion of the competant person is or could become a danger to persons and the competance of the person carrying out the examination is that they have sufficient practical and theoretical knowledge to do so. The major UK inspection companies are members of SaFed and are accredited by UKAS as Type A Inspection Bodies, Competant Persons employed by them are designated Engineer Surveyors and are generally Incorporated Engineers. "RG6 - Accreditation for In-Service Inspection of Lifting Equipment" is available to download from their website (www.ukas.com) this document gives much more detail relating to your question than I can give here. SaFed (www.safed.co.uk) publish guidance on certain types of plant, Lifts, Fork Trucks and Suspended Access Equipment and other industry bodies do likewise but as stated in the guidance to LOLER "The risks which could arise from the failure of the lifting equipment will determine how thorough the examination needs to be."
