I would like some advise from experts in the field of eletcrical safety/wiring.
In a recent scenario, modifications were made to piece of mechanical equipment. Part of the modification was to install additional e-stops. The work was carried out by a Spanish Contractor but it was discovered they used a three core and earth cable ( 3 x black and 1 yellow/green) for carrying out some of the wiring. It transpired they required a four core cable which they did not have and due to the time constraints they decided to use the three core & earth cable and applied black insulating tape on the yellow/green cable where it made the connections.
Does this practice comply with current standards? My personal view is replace the cable, however, the contractors believe this is common practice? Any advise?

My electrical department say 'It probably is common practice in Spain but we live in Britain so NO IT IS NOT COMMON PRACTICE'

Agreed this is totally wrong. I think that there may be some confusion over the 2004 harmonised colour coding for wiring? See

From the end of this month the new wiring is the only type that should be used.
