I use www.landlordzone.co.uk They are a great source of reference, have a discussion forum similar to this and as you would expect... there are the experts that put so much of their own time into answering genuine questions.... much like this site!

If not the new Housing Act is bringing about big changes in the way HMO’s are managed and controlled in England and Wales and there is a lot of information on the housing section of the ODPM’s web site.
Scotland has its own legislation covering HMO’s
