What is the fire extinguishing agent that may be used in staffed telecommunications computers centres?

13a rated extinguishers should be provided 1 per 200m2 2 per floor, for general fire safety.
In reference to the computer equipment, carbon dioxide extinguishers are suitable. However it is reported that when used on computer equipment the thermal shock damages the computer.
Dry powder will again do the business but does create quite a mess.
If the computer information is particularly of value, it may well worth considering installing a VESDA ( very early smoke detection apparatus )type system. This is basically a pipe which can be laid aklong cable ducts, and put inside computer room cabinets. Air is drwn into the pipe and at a very early stage it will detect the early stages pre-fire and give warning.

I may not asked the question well,
What i mean that, what is the suitable fixed fire extinguishing system's agent that may be used to protect an area where people are always existed (the agent that will put fire out a not endanger people)?

Protection can be provided by total flooding systems, used to be halons ( hydrongated hydrocarbons ) but these were banned under the Montreal Convention ( global warning ).
CO2 can take the place of Halon, along with Argonite, Inergen, Argotec, FM 200.

The point that state how such agent will put out fire by reducing O2 in the area & the prevention of human risk due to such reduction is what was confusing me.
