Hello all
I take it that you all have read the letter from Keith Laws in this month’s THSP on page 23, if not I would encourage you to do so.
I have to say that I admire this gent for sticking his head above the parapet and hope the subsequent debate will speed some sort of resolution to this wide spread problem. It is important to remember that there are a wide range of different schemes in place for industry sectors outside the construction industry which add further complication.
At the moment I believe that the work that is being carried out by ENTO offers the best way forward and I hope that you will support them in their work.
I would appreciate it if any reader who knows Keith Laws FIOSH would ask him to contact me as I would like to discuss this further with him.

Agree wholeheartedly,
SPA/CCNSG/CSCS CHAS / Nat Brit SafeContractor / UDVB etc etc where does it all end, as our organistaion can and does work in all industries and all sectors both private and public.
Some want this some want that and "We do not recognise this you have to have that!" so we have said NO in some case even to the extent of just getting onto a preferred contractors list with no promise of any work in the future.
I really do think that someone / body has to look at this in its entirety.

In terms of commercial contractor vetting schemes, this was discussed back in December 02 see: http://www.iosh.co.uk/in...view&Forum=1&Thread=3780
It may be of interest to note the comments which was made then about establishing a National standard and a process of cross approval between the different schemes.
To my knowledge this process has not happened, however as clients are learning to do more of their own vetting rather than sub-contracting the process, the issue of these different schemes is less important.
When it comes to current situation with different passport schemes, I cannot see why a National Specification cannot be established with many of the key areas of safety. After all the basics of COSHH, asbestos, first aid, working at height, RIDDOR, noise at work, lead at work etc. are virtually the same what ever industry you work in.
I believe that ethically commercial issues should not be an issue when it comes to safety, therefore there should not be any serious conflict between the various workers passport schemes.
The bottom line is there should be a straightforward scheme which quickly demonstrate whether a worker or professional is competent and has the necessary H&S knowledge.

Agree, however most of these schemes are run by a business and for profit so they will not have the 'drive' from a financial point as they are in this to make money.
If your industry specifically want say NAT Brit Safecontractor (not knocking them) and they have taken on the cost of setting up and running the scheme its not in thier financial interest to recognise UDVB, Chas or what ever, so you end up with 4 Certificates from 4 schemes paying them all and they are all asking the same questions to audit and accredit you! So why not I say? and the answer is Money!
CHAS (the HSE run one by Merton LBC) will recognise the others but none of the others will recognise each other , for you people out there for £40 you can get CHAS if you have another accreditation scheme, so next year you can tell the rest of them to 'go away' we are CHAS!.
Would like to see a construction company not allowed on site at a food plant until they have completed the SPA or CCNSG "sorry mate dont recognise CSCS!" That will get them, Got 150 people coming to site well here's the Consultant who will do your SPA Training at £150 a head. Try getting CITB to pay the grant levy for that!

Why havn't we got a H&S NVQ Level 1 & 2 that will cover this? They have to be achieved in a work setting so would demonstrate a level of competence and would also allow for current passports to cross reference into the standards.

I am in complete agreement with you and have battled along the same lines for years.
Fortunately ENTO are moving along this route. Whilst it is difficult for them I hope they succeed.
