Situatio is this....site with three scaffolders gin wheels on....scaffolders not willing to get wheels tetsed unless we pay....ropes are checked daily by operators who are hoisting materials up to the work area....any suggestions??

Seriously though, THEY should be able to prove to YOU that their equipment is safe and suitable.

Gerry, for your piece of mind gin wheels & ropes can be tested / inspected. For the 3 wheels and ropes this would come to no more than about £70 INC VAT.
If (not likely)something did go wrong you / scaffolders could be in the dock and it would cost a lot more.
Check out lifting companies on the UK internet most carry out this service.

Above the HELA circular advising inspectors what to look for when enforcing LOLER, just in case they don't believe that the Gin wheel is lifting equipment, although not specifically mentioned under accessories definition in para 22.
If they don't like that use diplomacy. Tell them to get off your effin site till their boss arrives in his big expensive jeep and he sorts it out with you, I'm sure he'll be pleased having to drive 80 miles in the opposite direction from the golf course at 3 in the evening to wipe your behinds for you.
There is of course only an insignificantly small number of contractors who are lary and cut corners and such behaviour on the part of the safety professional is a last ditch attempt to resolve matters satisfactorily.

You didn't say who owns the gin wheels. If they are supplied by the scaffolders then they must be tested by them (should be part of the site rules) if they are the clients then the client needs to get them tested.
If they are owned by scaffolders and not tested they could be in breach of contract (as long as you have stated they must comply with H&S requirements) and could be thrown off site, not paid and sued for damages!! As they say money talks !
