Can anyone help with information on suitable systems for accessing roofs to check and to replace chimney linings. Work duration varies from seconds to hours. The work can take place in anyone of 40,000 properties. Wearing a harness is not suitable. The position of the chimneys varies greatly. I am aware that chimney scaffolding is available. My main concern is getting the workers and scaffold onto the roof safely and short duration work.

I really doubt that there is one single access system that will meet all of the criteria for all of the properties!
I would suggest that you need to work through the foreseeable structural scenarios and then categorise them so that you can see which part of the Work at Height Regs will most be likely to provide the best level of fall prevention/protection whilst still being reasonably practicable.
Then you just provide the equipment for that category for that location.
Yes, I know it sounds simple but is actually a huge amount of work - but once it's done it will make specifying, charging and controlling so much easier!

Actually this sounds very like LA work to me. But there may be sense in looking at some of the endoscope type equipment for the routine checks. They can be used from the flue in the room and thus eliminate the roof access need unless repair or replacement is required. It's a bit like the old fashioned sweeps brush brought up to date. Yes a mini helicpter with camera would possibly fit but they could be attractive to some small thieves!!! :-)
