Posted By Lyndon Sutcliffe We have recently had an environmental audit from our parent organisation. One of the main findings was that our scrap iron swarf contained coolant residues(3% oil/97% water),therefore we are passing a contaminated substance onto a scrap dealer, who has no licence to dispose of the coolant.
As we have no means of calculating the quantities of coolant leaving with the scrap, we have been thinking about centrifugueing the coolant away, at vast expense to ourselves. Or finding a licensed scrap dealer.
Is this OTT or is this a common problem?
Any suggestions willl be welcomed.

I am aware that licensed carriers will take this scrap away, but not aware of any in my locality (Bradford MDC). So any details would help.
We are still looking at removing these residues because we may be able to use the same process in other areas of the organisation, although we are still perplexed that swarf holds enough residual coolant oil to define it as a seperate waste.

Posted By Danny Swygart All Scrap metal is defined as waste until it is recycled (reaches the furnace). The coolant is also a waste (soluble oil) which runs off the swarf and can enter surface water drains and eventually water courses causing pollution (interceptors will not stop it as it is water soluble). Centrifuges can be used to spin the oil off and briquette machines can be used to compact the scrap metal. The waste oil can be collected for disposal by a company such as Malary Environmental Ltd. European Metal Recycling Ltd have a site in Bradford who should be able to take the swarf whether it has had the coolant removed first or not. Both are fully licensed.

Sounds as if you've identified a problem you didn't want to know about. As a qualified DGSA I would ask what are you putting on your consignment/transfer note. If you are not declaring oil contamination then you could be misconsigning which is an offence and will get you into trouble with the EA.
You will need to do something pretty quick as if your scrap dealer is not licensed to dispose of the contaminent then you are both committing offences (possibly the carrier as well).
Believe that scrap dealers also now fall under IPPC so if not in their site licence they could be subject to enforcement and suspension of licence (which means they stop operating).
Can you not wash the swarf to remove the oil and collect the washings ? The best I could offer is to speak to someone who specialises in waste management as they are likely to more knowledgible about oil recovery.

Posted By Merv Newman Licensed waste transporters and recyclers should be verifying/analysing wastes and also should be capable of identifying misidentification by the client or just sloppy paperwork. Return-to-sender is the usual rule, after completing their own paperwork correctly.
And I have consistently found that the "licensed" people know a lot more about it than I do, as they should, will offer advice and will welcome a site visit. Drivers have usually been quite knowledgeable.
Merv. This may astonish some of you, but at about 10am today I found myself up to my ankles in discarded female underwear. Industrial waste, of a sort. But, when the going gets rough you can always ask for a manicure.
